How do I get a library card?

Resident Cards
|
Any resident of East
Bonner County is entitled to a library card at no charge. The
library district
encompasses Bonner County (except for Blanchard, Priest River and Priest Lake).
It follows the same lines as the hospital district. A map in the Sandpoint
library shows the part of the county included in the district if you are
uncertain of your residency.
A library card makes a great number of services available to
you. In order to obtain a card, you need to do two things.
First, come to the
library and prove to a member of the staff that you are who you say you are.
One
way of doing this is by bringing along a photo ID - a driver’s license or military ID
are examples. |
Proof of residency
|
Next, it’s necessary to prove residency, but there’s no
"30-day" resident requirement. If your identification doesn’t
contain your county address any of the following will do:

mail with your name and a current local mailing
address/post office box, but
not addressed "in care of" someone else and not a business address
(unless you’re the property owner)

stamped receipt from the post office
-
imprinted check
-
property tax notice
-
rent receipt
-
resident fishing or hunting license
-
utility bill
-
car registration
The reason it’s necessary for you to establish your
identity and residency is to personally protect you and to insure that library
materials and services are used to enrich the people whose tax investment pay
for them. Library employees will ask for proof even if you claim to be the
director’s brother-in-law. They can’t make any exceptions, so please don’t
ask them to.

Minors and the home-bound
|
If you’re a resident under 18 years of age, your parent or legal
guardian needs to accompany you to the library, prove the above and sign for
your card.
If you’re homebound, a library employee will visit you so that you
can get a card. Simply call and ask for the Outreach Coordinator, or dial extension 212.

Universal and non-resident cards
|
If you’re not a
local resident, but have a valid card from any other tax-supported public library, you
can get an EBCL library card and check out materials. All valid library cards from other
tax-supported public
libraries anywhere in the world are honored. Your EBCL library card is honored at Boundary and
Kootenai County libraries and West Bonner Library District. (Please remember
to return items to the library where they were checked out).
Non-residents who do not have a library card from
another tax-supported library may obtain a library card for $33.00 annually, $16.50
semi-annually, or $8.25 for a 3-month period. They can be used by your entire immediate family.

Circulation Policies |

First-time Patrons |
The first time you use your card, you are limited
to 6 items. After the first use, you are subject to our normal checkout
limits as defined below. |

All materials, with
the exception of videos, items with holds on them, and most interlibrary loans,
check out for a 4 week period. Checkouts are
limited to a total of 20 items in any combination of the following:
Videos/DVD's - 6 total items at any one time CD's and audio tapes - 6 total items at any one time Periodicals - 6 total items at any one time Books - 20 total items at any one time.
Items with holds are checked out for a
2 week period only, and are not renewable. |

All patrons who
qualify for library cards are granted video/DVD checkout privileges
automatically. There is a limit of 6 videos/DVD's per person.
Videos/DVD's check-out
for a 1 week period.
Videos/DVD's may be
renewed one time only for a 1 week period.
Please
return videos in the video drop, not in the book
drops.

Renewals |
All materials except
videos/DVD's, items with holds on them, and interlibrary loans, may be renewed by telephone or in person one time only for a

Interlibrary loan
items are not always renewable. You must talk to the Interlibrary Loan
Librarian and ask about renewals. She may be reached at extension 203.

The charge for each overdue item is $.50. All overdue
materials must be returned before a patron may check out other items.
Fines will be charged at the time the item is checked in. Once the fines
have been charged, they must be paid before further checkouts are allowed.

Holds and Interlibrary loans
|
A hold can be placed
on most items in the collection by filling out a green hold card. Hold cards are also used to request interlibrary loans and are available at the
online computers and the information desk. Please fill these cards
out as completely as possible, and don't forget the side with your address and
phone number.
Patrons are limited to 6 items on hold
at any one time.
Holds may also be placed via
the online catalog at http://www.ebcl.lib.id.us.
You must have a PIN and a valid library card in order to place holds via the
online catalog. Click here for information on
obtaining a PIN.
If you place holds on more than 6 items
at one time, or have a total of more than 6 items on hold at any one time, the
most recent holds will be cancelled.
Note:
It is wise to call extension 215 when you place a hold over the Internet to make sure the item
is available before you come to the library to pick it up. A status
of "available" in the online catalog does NOT mean the item is
on the shelf. The item could be misshelved or a patron in the
library may actually be using the item, planning to check it out when they
leave. Calling will help make certain the item is here and waiting for
you.
If you do not find an
item in our collection, you may fill out a green hold card for that
item. Please include
as much information about the item as possible. If the item is something
we feel would be a valuable addition to our collection, we will attempt to purchase the
item and you will be notified as soon as it is available for circulation. If the
item is not something we would add to our collection, we will attempt to locate
a library that will lend the item via the interlibrary loan process. You
will be notified when it arrives. If the item is unavailable to us we will
send you a card explaining the situation.
ILL Policy:
Patrons are limited to 24 ILL's per
calendar year. Universal patrons do not have ILL privileges unless they
pay a non-resident fee. If you are in doubt as to the number of ILL's you
have placed, please contact our ILL department at extension 203.

PINs for placing
holds online |
PINs may be obtained in person at the
information desk.
You must have your library card or photo ID with you when
requesting a PIN in person. You may also call extension 209 and,
after providing them with pertinent information, they can enter your PIN for
you or you can click
here to request a PIN via email. |
Other Services |
|
|
Patrons may use the public Internet computers for
up to one hour per session. If no one is waiting, you may use them
for an additional hour after first checking with the Information Desk.
Due to high demand, all users are limited
to one hour a day between 2PM and 6PM daily. Computers are assigned on a first-come,
first-served basis.
Patrons under the age of 18
MUST HAVE A LIBRARY CARD WITH YOU
AND MUST SHOW IT AT THE INFORMATION DESK TO GET AN INTERNET PASS. There is
a limit of two people per computer and BOTH must show their library card. Adult patrons need to show either their library card or
a photo ID. Again, there is a limit of two persons per computer and both
must present a library card or photo ID. We
do not accept
reservations for the Internet computers. We do not offer email but you can
access your web-based email (Hotmail, Yahoo Mail, etc.), visit chat rooms, print
web pages, or just surf. You may download files to floppy disks
only.
You may not install instant messaging programs (MSN Messenger, Yahoo Pager,
etc.) on these computers. Doing so will result in the suspension of your
Internet privileges.
Printing is 10-cents per page. Computers
print to the printer at the Information Desk. You may retrieve your
printouts there after paying for them.

The public can use the word processors for up to two
hours each day. You must also sign in at the Information desk so that a
computer may be assigned to you. No reservations are accepted for these
computers at this time and they are assigned on a first-come, first-served
basis. Files may be saved to or opened from a
floppy, USB device, or a CD. Files may NOT be saved to the hard
drive. We have Microsoft Word 2003, Microsoft Excel 2003, and Microsoft
Publisher 2003 installed on all public computers. Printing is 10-cents per page. The computers
all print to the printer at the Information Desk. You may retrieve your
printouts there. |

There are two copiers for patron use, one on the main
floor and one on the second floor. The price is $.10 per copy. |
